Capacity Building for Strengthening Private Sector Engagement in Oil and Gas Value Chain in Uganda and Kenya - Extractives Baraza

Project funded by the African Development Bank through the African Legal Support Facility (ALSF) and the African Natural Resources Centre (ANRC), to provide capacity building to SMEs in Kenya and Uganda to participate in the oil and gas sector.

The overall objective of this project was to provide capacity building for SMEs to participate in the oil and gas sector in Uganda and Kenya with participation of Senegal as an observer. This included:

  1. A five-day workshop capacity building of at least 100 SMEs participants in the oil and gas value chain in Uganda and Kenya.
  2. A high-level policy dialogue in Kenya during the week of the workshop to encourage debate in the oil and gas value chain.

The five-day workshop brought together SMEs from a wide range of sectors in Uganda and Kenya, including security, transportation, information technology, law and inspection among others, to enable them learn from each other and foster necessary interlinkages. The SMEs also comprised of youth and women led SMEs who are participating or have an interest in the oil and gas sector in Kenya and Uganda.

The workshop was informed by a standardized curriculum developed prior to the training, and included practical sessions and experience sharing. It had 12 sessions, structured to include presentations, practical sessions and experience sharing. This provided an opportunity for the SMEs to appreciate joint ventures, adherence to standards and access to financing.

Six major topical arrears were covered:

  1. Understanding the oil and gas value chain and opportunities for local SME participation;
  2. Policy and legislative frameworks for SME’s in the oil and gas sector;
  3. Entrepreneurship training – planning for growth;
  4. Business planning;
  5. Business management skills development; and
  6. SME’s convergence with the globalized dynamics of the oil and gas industry.

The workshop established key policy considerations for government, private sector as well as SMEs. These include:

  1. Understanding the oil and gas value chain and opportunities for local SME participation;
  2. Structured and continuous capacity building aimed at ensuring SMEs understand and meet the oil and gas sector standards. This should include private sector support to SMEs as well as critical skill development;
  3. Collaborations between SMEs and well-established enterprises to upscale capacity and competitiveness;
  4. Government and financial institutions to develop oil and gas tailored products for SMEs to meet the financial demands of the sector;
  5. Efficient taxation regime that enables SMEs to thrive in the sector. Government to reconsider mode of taxation e.g. upfront taxation which strains SMEs; and
  6. Streamlining payment timelines especially government as well as companies to enable SMEs thrive in the sector.
